
One beneficiary of the first Labour government's housing policy was the Fleury family of Dunedin. After living in a cramped, two-bedroom cottage on The Flat, Nell Fleury (above) thought she had entered 'heaven' when she moved uphill to her four-bedroom state house in Corstorphine in 1946. It was here that she and her husband subsequently raised their nine children. In 1999 the 83-year old tenant told the Otago Daily Times: 'We had a lovely time when we first came up here. Everyone was so nice'.
