Pāngari was a Ngāpuhi rangatira of Ngāti Hua who signed te Tiriti o Waitangi at Mangungu, Hokianga, on 12 February 1840. The son of Tokai of Ngāti Whiu and Rawhaki of Te Waiariki, he was also related to Eruera Maihi Patuone and Tāmati Wāka Nene. Pāngari was based at Orirā, Hokianga and sold land at Rawhia to Jacky Marmon, the well-known Pākehā-Māori. Although he was a close ally of Nene and Patuone, it is said he took a neutral stance during the Northern Wars.
