Janet (Jessie) Andrew was born about 1839 in Caithness, Scotland, the daughter of Alexander Andrew, an agricultural labourer, and Margaret Bruce.

She married James Steven in 1860, and later that year they emigrated to Otago on the Silistria.

Their daughter Lily was born in 1877. When Jessie signed the suffrage petition they were living in Waikouaiti and James was working as a farmer.

In the 1900s they retired to Dunedin, where Jessie died at her home on March 17th 1919 and James died in 1929.

They are buried together in the Andersons Bay Cemetery.
