Surname not Klay but Blay. Location not West Melton as there is no location given next to signature as with most of the top signatories of page 214. Location is actually Springston as per the bottom of the sheet.
Mary Blay appears in the 1893 Electoral Roll with her husband Thomas as number 228 in Springston.
